Can i replace the pulleys on the tension belt instead of buying the whole assembly?

No its a spring loaded assembly. It only comes as one unit or assembly.

Agreed. Changing the pulley is not going to tighten the spring and put tension on the belt. Spring must come with. It's not all that expensive
