What cause the lights to flash off and on even when the lights are off?

while driving the light will start flashing off a couple minutes later they come back on. This even occurs when the headlight switch is in the off position. What is the problem? It is either an SE or SXT I cant remeber and do not have the car or the paperwork with me.

I found another thread with the same problem and the answer said "The headlight switch is going bad,this is a common issue. Check the wiring if there are any burned sections of the wiring to the switch."
