Is it automatic that the seller/dealer will pay for transport of a car if buyer is out of state? If not, how much should the buyer pay?

Yes, between you and the dealer. But you can hire the transportation company yourself to possibly work a better deal. I would highly suggest you get a local mechanic to look at the vehicle for you before you negotiate a price the dealership ships it. There are mobile companies that do it too.
Buyer is responsible for shipping charges.
