Was the alternator tested in or out if the vehicle? If it was in the battery is low and the alternator has no output. If it was out of the vehicle and tested on a stand then it is bad. The voltage regulator is part of the main computer on Chrysler products and not serviceable by itself, better have a pro check it out I have seen more people put on new computers only to find out it was a broken wire or just a bad connector.
