I recently purchased a 2006 Dodge Stratus SXT.

The power steering seems harder than it should be. I checked the fliud level and it's fine.
Also, the engine seems to be 'rough' driving in the city. Doesn't always shift smoothly.
Any suggestions on what may be causing these before I decide to being it in to a  shop
for a diagnostic. I'm hoping it's nothing major. But...

Maybe the power steering pump has a blockage does it whine or moan at all?

No it doesn't make any noise. But, for example, I can still make a turn with one hand but it's not as easy as it should be. Could a power steering pump blockage still be a possibility even though it doesn't make any nose?
