Hi there is a relay that feeds the tail lights its possible the relay is bad or the control side of the relay is missing (the ground) pin 85... here is a wiring diagram to help you also all the lights in the rear (Stop,Backup, turn signals and tails which you don't have ) share the same ground so I don't think its a ground problem....//hope this helps

I am having the same issues with my 09 dodge charger...I did replace my original headlights with led lights, which I was informed after the fact that this causes issues...but no one has been able to inform me on how to correct the problem of my running lights not working...any information about how to correct it would be helpful...

It's your fuse box relay MODULE that big silver thing stuck to your fuse box, thats the cause of several things that might not be working especially your tail lights, it's common thing unfortunately with the chargers, I just replaced mine and boom, amazing fix, ebay should have them, or maybe a junk yard just search FUSE BOX RELAY MODULE...good luck.
