Yes, that's true. A jump start basically takes electricity from another car, using the jumper cables, to energize the starter when yours is dead. HTH. -Jim

If a starter is bad as in , drawing too many amps, a jump start might supply sufficient amperage to indeed start the car. If the starter has an open circuit or the solenoid or bendix is bad a jump start will do nothing.
