Fans running all the time

Ford escape 2004 2.3L As soon as i start the car the fans are both running continually.

I have taken it to 3 different auto electric guys and they tell me different stories which makes me think they dont really know and that they will be replacing things until the problem is fixed. iv e been told it wont be less than $500.
From forums i found that it might be the engine sensor or cooling sensor, but none are from my model car.
The aircon works ok and i dont know much about the car as ive just purchased it a week ago.
Can someone please help?

Have you checked the fan relay,s?Click to up size.

thank for that, I will try by replacing one at a time if not too expensive. Ill get back to you with the results. Thanks again
