Cant bleed brakes when car is running

Britt, if you are thinking the booster must be working, with vacuum, it's not necessary. The pedal will be harder but will work
That's right, never with the engine running. sometimes you might need to bleed the RABS unit with the key on but that is only if you are having a problem with your ABS system but not with the engine running.
The passenger side bleed but the driver side wont. Changed brake line but still no fluid coming out of the line.
Then back track the line and see if it is damaged somewhere to the RABS valve.
