AC Issue

My 99 JXI Convertible with 170,000 miles (yes..I still love this car!) is having AC/Heater issues.
The first 3 speeds quit working...only high.  I see others have said this is resister block and blower motor which is fine...I can do that.  Now it is losing power when the AC or heater is running.  I have to turn it off to get any speed going and then can turn it back on.  This week it starting blowing only warm AC.  I had a new compressor, orphus tube installed last August and it blew cold until about two weeks ago.  It won't recharge and I don't think it is overcharged because it was cold until recently.  Any suggestions?

have your A?C guy check for a blockage in the line

Expansion block. On firewall pass side a/c lines pass through it it has a thermo couple that much refrigerant goes into evaporator and how long.
