I have a 1999 Chrysler Sebring Convertible, 2.5 6 Cylinder engine. When I get to a light and slow down or brake

When was the last time you replace the spark plugs, cleaned the throttle body and changed your filters? Is your CEL on?

First part of the problem is that it uses a Mitsubishi engine, a.k.a., import garbage. Second, I suggest cleaning your throttle body blade. Lastly, I'd wager it's a leak in one of the rubber hoses that runs off the valve cover or intake. That, or your Idle Air Control Valve, if the vehicle is equipped with one.
