Chrysler Cirrus 2.4L year 2000 sometimes problems with idle, OBD not scanning

Hi all, i have Chrysler Cirrus, year 2000, 2.4L 4 doors.
The car sometimes have problems with idle.
I start the engine and it revs up on 2000rpm and it stays there forever. Shut it
down and start again and it works normal around 800rpm. Shut it down and
start again and it stutters, almost shut it self down. Tried to hook it up to
several OBD's but none of them is reading anything. I have checked all fuses
and they all seem to be fine, noone knows what could be the problem.
Engine check light comes on briefly before i start the engine, but it shuts
down after 2 or 3 seconds.
It's driving me crazy allready, i have no money to buy another car and i don't
trust this one. Btw, i have replaced sparks plugs, cords, oil, filters (i have
basic knowledge about stuff since i'm a truck driver), i hoped it's because of
spark plugs but i guess it's not.
Any idea what could it be?

Made check all vacuum hose or similar if some once look wear or very dry , replace them and let see what happens...also replace PCV Valve or similar..go to a manual repair book for more accura info....if check engine is on , scan for more info about Sensor defect function...
