2002 Chrysler Town and Country Air Conditoner Making A Loud/Low/Constant Whislting noise?

I just bought a Town and Country, and when I have all the windows up, and the Air on High (4) or the NExt notch down(3), my van makes this constant, high pitch, low volume whitlsing sound, almost like an alarm in nature but the tone never varries its just that one "wooooo" sound if i have the window (any window) down, or even just barely craked it stops. The air blows wicked cold and works great just that one sound, its maddening.

Well thank you! to atleast have an answer helps, I will call and around and see who/what i can find to help fix it, It really is a good little van, in good shape for the year it is and such.
