What would cause the 30 watt fuse to keep going out on a 2003 chrysler Sebring

Something drawing more than 30 amps current or a short to ground will open a fuse. What is the fuse for?

A short on that circuit. You'll have to diagnose where the issue is by probing with your mutlimeter. Frayed or cut wire, loose connection to corrossion.
