horn sounds after batter charge

after charging dead battery, the horn goes off when reconnecting the cables
to the battery. Help please

Once the battery is connected put the key in the driver side door and lock and unlock the door manually then try starting the car.

thanks...The horn stopped after that won't turn over.. not even a click
