I changed the water pump on
my 03cheyler 300 with a  3.5L
I set the timing stated it up
and it had a knocking noise so
I turned it off no it won't start
so I reset the timing but the
camshaft won't turn

Sound like the timing was off when you started it, timing needs to be set perfectly, so now it sounds like you have some bent valves which would not allow the camshaft to rotate. That motor is an interference engine meaning if the engine timing is off, the valves will hit the pistons causing them to bend.

An check the valves! With that motor being an interference motor with the timing just off a hair it's gonna cause a lot of problems internally. You need to have someone to take the head off of it an have it thoroughly checked out!

Yes that is correct, as 89yota says...You should see a problem with the valve cover off.
