Why won't high beams come on ? Have low beams

Bought new bulbs , high beams WONT COME on

Either the bulbs are burnt, a ground wire needing to be cleaned up, or the head light dimmer switch itself.

    So my cars headlights only work if the high beams are on. There is only one bulb in the headlight so i know it is not blown and the fuse isn't blown either. What cold be causing this?
