Cadilacc devill wont start

My 93 cadi devill wont start all electrical is
working but no click when i turn key. I've
already tested battery and tried to clean off
post but ive been informed that it may be
ignition switch or starter i just dont know i
have already replaced the battery.

Is the "passkey fault" light on? If so, it's a security system problem. Your DeVille has the VATS security system. The most common problem with this system is the ignition lock cylinder. There's two tiny wires that must contact the chip on the key in order to start the car. These wires wear and break over time. You'll have to get the correct VATS key blank cut to start the car once the ignition lock cylinder is replaced. There were 15 possibilities! My '94 Fleetwood did the same thing. HTH. -Jim
