1999 cadillac ETC keeps blowing 10a park light fuse. Will a higher amp fuse help?

NO! Unless it calls for a higher amp fuse and somebody put the 10 amp in by mistake. Never ever put a higher amp fuse in a circuit. The fuse is blowing for a reason. Most likely a wire is worn or damaged and is causing a short. HTH. - Jim
