A/C not working possible resons why?

So the air conditioner wont go on and the display panel says its on full blast.
i looked under the hood and nothing seems to be wrong.
it makes a sound where the two filters on the side are when i try to turn it on but no air comes out.
so if someone can help me out and give me reasons why it isn't blowing please let me know id really appreciate it.

The Final Stage Unit (FSU) needs to be replaced. This is a rather common failure with our e39 chassis. The FSU is a resistor/heat sink that controls the blower speed of the ventilation system. When this unit fails, the blower speed cannot be controlled (completely shuts down in your case) by the clinmate control panel. Fortunately, BMW has since come up with a sturdier direct replacement. This part costs around CAD$85 and is a very simple DIY job.
