Can the BCM settings on a 2011 Kia Sorento be manually adjusted by a technician?

I am wondering if a technician can manually adjust some BCM settings on
a 2011 Kia Sorento by using a GDS because I purchased a theft recovery
vehicle and some accessories like the power windows, sunroof, climate
control, headlights and signal lights, heated seats and rear window wiper
are not getting power while other accessories are. The signal light
indicators and brake lights do work though when the hazard button is
pressed though.

That sounds like the BCM needs a reflash and that can only be done at the dealer. I recommend that you purchase a preset saver tool, the best ones are those that plug directly into the OBD 2 port and are powered by an external power supply like a jump pack.
