heater blower makes clicking noise and whirs

heres one for you, when I am driving or parked, and the heater blower is on, there is a sound like a switch or solenoid kicking on and off, and a shuddering whirring sound after it for a few seconds. When you switch the heater blower off. It stops. Any ideas?
