Light bulb not working on brand new headlight

Hello
My car was hit-and-ran and the headlight was broken. Took it to the shop.
The shop claims they installed a brand new headlight. Got the car back - one
of the bulbs in the brand new headlight is not working. Went back to the shop
and asked why the bulb is not working. I was told that when they put in the
new headlight they recycled the bulbs (!!!!!!) . Is this ( recycling light bulbs
when installing a brand new headlight ) standard practices? This seems fishy
to me. Thanks for any insights!!!!
