Transmission not Downshifting or upshifting?

2010 Ford Focus SES.
My focus will shift form P to R N and D. how ever when on D it seems to be
stuck on a higher gear so it never down shifts. when i start driving it from a
complete stop it has almost no power but once it going about 15-20mph it
drives normal other than it wont upshift or down shit. I got the following
error codes:

P0760 shift Solenoid c
P0600 Serial communication link
p060A internal control module monitoring processor performance
p0765 shift solenoid D
p0765 shift solenoid E
p2111 throtle actuator control system -stuck open
p2135 throttle/pedal Position Sensor/switch A/B Voltage Correlation

I went a head and changed the all solenoids with the exception of A and B
and it is still doing the same thing. i borrowed a friends code reader
computer and discovered that all of my solenoids seem to be working fine
however, it is still not upshifting or downshifting. BTW the transmission
does not slip or jerk at all. also the Cruise control does not turn on. are the
transmission performance and cruise control related? if so could it be a
speed sensor or What else could it be? please help

Did you check the fluid level? Is it burnt? If the fluid level is low, the transmission may have problems downshifting. Check the fluid, and if it's low, add some. DON'T OVERFILL IT!!!

When i replaced the solenoids the oil was pretty dark so i also replaced the filter. The fluid level is right where it needs to be.
