You don't. It has Electric speed-proportional power steering, no pump, no fluid, http://www.edmunds.com/chevrolet/cobalt/2010/st-101194147/features-specs/

If your having problems with the power steering, visit your local Chevy Dealer. It may be related to the ignition switch which is currently under recall. Let them possibly fix it for free. HTH. -Jim

Yes, I'd at least call the dealer to make sure any recalls have been dealt with. They will check via your VIN (serial number) and be able to tell you. There were recalls for both ignition and the power steering unit on a lot of Cobalt models. If its not a recall issue, any reputable repair shop should be able to trouble shoot it and repair it if necessary. The good news is the car is so light it barely needs power steering so there's no safety issue if its not working properly.
