What could causes a 2009 range rover hse throttle to surge in idle?

While in part the RPM would surge and not stay level no mater if the vehicle
had just started or had been running for a while.

Sounds like a bad IAC (Idle Air Control) valve. Unplug it and start the engine. It should run, but the idle will be very low and may be rough as well. But as long as the surging (hunting) stops with the IAC unplugged you've found the problem. HTH. -Jim
