The difference is window regulator is pronounced with out the word motor in it. The window motor is connected to the window regulator to operate the window. So the window regulator and window motor are to separate items.

The best way to describe the difference is to refer you to an older car without power windows. To open and close the window you have to manually crank the window with the crank on the door panel. That crank is attached to the window regulator. On a car with power windows the window motor is attached to the regulator. It may be noted that almost all cars have power windows, but years ago they were only standard equipment on luxury cars, and most cars had the manually controlled windows.
