Flickering headlights

When i use my brakes or turning signal my headlights go
brighter. Very noticeably. They keep doing that the whole
time i am stopped but on a dimmer level...my dash lights
also do that.  Ive also noticed my wiper blades will swipe 3
times when i hit the button to swipe once to dry the
window.  It is an 09 charger with a hemi (i dont know if
that is pertinent.  I have also had my battery and alternator
tested and they are perfect.  What else could it be?  Thank

I would check your ground on the circuit. If this is not making good connection with the body then this will happen. Definitely for the lights but i suppose it could happen for the wipers? Some vehicles swipe the wipers multiple passes even if you just do the spray function so there's additional factors there. I would start by checking the primary ground connection. This can be in a few locations based on model and any extra work that may have been done but will usually be attached to the body near a fender.
