I am trying to get an a replacement driver front spindle and knuckle assembly
for my '08 pt cruiser and I have my eye on an '09 for parts. are they
interchangeable?

Look up the part at a car parts site and see if it is listed for both years.

Yes. 2002 - 2010 are the same according to rockauto.com.
