my 2008 f150 has a new battery and starter and it still wil not start
The trilogy. Air, fuel, spark. I doubt there is a problem with getting air into the engine but check and make sure the filter is not clogged. To check for fuel and spark you will need a couple of simple tools. Pressure tester for the pump, and a spark tester or ohm meter to determine if fire is getting to the plug. If all is ok, suspect an electronic component.
