2008 Navigator not going over 2500 rpm when parked

2008,Lincoln Navigator  when parked engine not rev up more than
2,000-2,500 rpm and them seems to fade.    Also some whining sounds
just started when driving

Most newer vehicles have a limiter programmed into the computer to prevent excessive engine RPMs which will damage the engine. It's probably normal. HTH. - Jim

As for the whining sound check the radiator fan. It maybe lose.

Thanks guys for answers. I was reving up engine to hear whining sound. Was wondering if Trans or Power Steering.
