Chevy Malibu '08 won't start

I have changed my starter and battery earlier this
summer, and changed the wiring from the starter
because it got burnt up. Now it isn't starting again.
It's clicking like it wants to start and everything is
turning on, except the car. I also lightly hit the
starter to make sure their wasn't any grime inside
the wheel. Could it be a fuse or something else?  
Also my hood won't open but that was done by my
sister awhile back which I've been able to giggy rig
it before but now it isn't working, nor hitting the top
so I couldn't check the wires by the battery or the
fuses.
It's a Chevy Malibu 2008 eco boost 4 cylinder
engine.
