do i have to change the timing belt if i need to replace the water pump. i only have 9900 mile's on the car

No need to but if you car has a lot of mileage. I would go ahead and change if the pump is being changed.

Reason being is that you are already tore down to that point, preventive maintenance, you would not have to do this twice...
