I had my left outer cv joint replaced and the tire shop said the transmission side had no
transmission oil on it, and this meant I had no transmission oil in my car. But they drove
the car and said it drove great, and I haven't noticed a problem driving. Does this sound
right?

Tire shop technician does not equal mechanic. If the inner CV had transmission oil on it, you would be in a world of hurt. It means seals had failed and fluid would be leaking everywhere until depleted. Next time, save yourself some money and buy a remanufactured axle assembly (axle with both CV joints) and swap it yourself for about $100.
