2008 Buick Lucerne CXL shifter does not allways go into gear, sometimes have to go to 3rd and then back to drive to get it into gear

The gear shifter does not seem to get it into gear easily. You can put it in drive and it does nothing, go to 3rd and then back to drive and it will work. Is this a linkage, or cable problem?
