Every year at inspection time it seems I need my breaks done. My service people always insist on changing both pads and rotors. My question is - is it always necessary to change the rotors?

For the cost of the rotors yes. Most shop don't turn down rotors anymore. But every year seems excessive. How many miles do you drive in a year?

On your car yes it is a very good plan to change them both at the same time, the reason is that the rotors are so thin right out of the box. More and more makes and model of today's vehicles are the same. But Tom is right, 1 year on brakes seems too soon unless you do a lot of stop and go driving like in a neighborhood delivery service.

As long as the brakes are not pulsating when you apply the brakes the rotors are not warped just have pads replaced.
