2007 ram 1500 overheating,

2007 ram 1500 overheating, changed thermostat and both top and bottom
radiator hoses are hot but still overheating.  Tried running at idle till warm with
cap off but fluid just bubbled out of radiator.

Does the fan come on when it reaches operating temperature? If so, I believe the problem's the water pump.
