why is my 2003 Lincoln LS blowing it's horn?

My '03 Lincoln LS starts blowing the horn when the steering wheel adjusts
below a certain point and won't stop blowing until it raises back up. Also, the
steering wheel wont raise all the way up like it used to, only 1/2 - 3/4 of the way
up. This all started at the same time. Any suggestions would be helpful.

May be a problem with the clock spring. Google it for your year/make/model for symptoms and solutions.

Its not the clock spring. l already eliminated that. This is directly in the column and it is dealing with the electronic module on the right side of the column that controls the movement of the up/down and in/out movement of the column. This module extends 5-6 inches down the column. After doing some investigating I cant find any way to remove/ replace it. It looks like the whole column unit would have to come out. Does anyone have any experience with this?

All the wires are good and insulation has not been crushed, bound, pinched or anything else.

You need to stretch each wire to see if insulation stretches,wire will be broke inside. its tedious.
