If all of that is good then you need to check your fuses if your fuses are good you need to check all of your connections and I assume you have checked the battery alternator and starter and all are working within their parameters

It would be a good idea to put a new fuel filter on it too and fresh gas in it

If it won’t turn over and to have already checked what you stated then you need to check for the proper power supplies to the starter when turning on the key to the crank position, if power drops out then you have bad battery cables, if power holds and the starter still does work then you have a bad starter. Do you hear the starter drive clank into the ring gear? If so then the engine is seized.

Engine won't turn over or Starter won't turn over the Engine??. Check/Do: Battery Load Test. Check: Starter Fuse and Relay. Check: Starter Solenoid S-Terminal, B- Terminal for properly connected, clean and receiving right power amount. Check: Starter solenoid Internal circuit resistance. Test Lamp, DMM required for these tests. Repair and/or replace as needed. Also check and make sure Crankshaft is not locked or seized. Thanks

Look for damage from mice, squirrels, etc. Critters love to chew on wires. Hope that helps! Jim
