Check the blower actuator on the blower box under passenger dash.It controls cool to hot.

The actuator is the size of a cigarette box and electrical. Best to check the web to see what replacement entails. Fifty buck part and a good chance the entire dash has to come out. On earlier model explorers it has to come out.

The actuator can be accessed through the glove box.
