Replaced heater core all hoses are hot fuses are
good reset delay. Cold air is there a valve to
manually turn on the heat. What do I do it's cold
and need my heat

Sounds more like you have a blend door problem, not a heater core problem, if it is a manual unit check for vacuum leaks to and from the control head, if it is an electronic unit then you really should have a professional look at it, there are just too many things that can cause a servo motors to stop working.
