Sounds like the vent valve for the gas tank is stuck closed. HTH. -Jim

How can I get it open? Do I have to drop the tank?

No, it look like it's part of the vapor canister. There's a hose coming out of the gas tank that goes to a black plastic box looking thing under the vehicle. That's the vapor canister. HTH. - Jim

Ok, so if I just pop the canister off and I can dump fuel in then that should tell me that is the problem? I mean if the canister is off it should release the vapor pressure...right?

That's correct. But only do that for testing purposes. HTH. -Jim
