when i try to crank my 2007 colbert ls nothing happens but all light on dash come on what should i do i had a new starter put on but two days ago but it has started doing the same thing

I always check the battery voltage first, is it 12.3V or higher, newer than 4-5 years old? How are the cables, terminals dirty?
