97 Acura 2.2 CL will not start

Personally think it's the starter but I'm no expert. The car
won't crank when I turn the key. If left forward the car emits
a humming noise. Got the batter tested with good result.
Any ideas what the issue may be?

The starter may be bad or stuck. Tap all over the starter, don't hit it, while turning ignition key to start. This may free the starter if stuck. Listen for the humming noise, check if it is coming from the starter.
