why would you get 12 volt feed from ground wire that goes to ecm when it is unpluged

with volt meter I am giting 12 volts+ from grond wire on both ecm terminals plugs 26 pin and 32 pin ground wire

Recheck your wiring diagram to make sure you have a ground wire, grounds should not have any positive power on them at any time.
