Just plain shoddy work, they did not check how true the rotors where before they were put on so now you have brake rotor shimmy, most common cause is they were dropped somewhere along the line from manufacture to purchaser. Missing 2 lug nuts is totally uncalled for, someone is just not caring about the job they do, this is your car and those are your things they forgot to put back on. Take it back, get the manager or owner and show them what is missing and what it is doing, and don't take any excuses, this needs to be made right and to your satisfaction. This bad quality of work reflects on all of us in the automotive repair business.
