What caused restricted performance

What causes restricted performance without a
engine light showing on dashboard? Where do I look
at first to fix the problem?

There is a fault in the system which reduces power to limit damage. It needs to have a qualified mechanic look at it.

A partially plugged up cat can restrict performance but not set a code. A muffler shop can do a back pressure test on the cats.
