1991 camaro 3.1 someone pulled starter and pulled fuel pump I replaced starter to check compression but no power to ingnition no dash idiot lights etc. but headlights will come on any ideas would be

If you're not getting power to the accessories then it might be the ignition switch is bad. Head lamps don't need acc power so they should come on just with battery power.
