Can a cap and rotor keep my 97 chevy with the 5.7 vortec from starting

Question type: Maintenance & Repair

I set the timing new chain and gears I even
checked the rotor to make sure it was on
number one the motor will crank real fast
then it will bog down to were it barely turns
I noticed the cap and rotor had alot of burnt
up and carotid points I need help guys

If the cap and rotor have some age to them it couldn't hurt to replace them. Was the distributor removed or turned?
