The reverse lights could be the bulbs burned out or the neutral safety switch is bad. The horn is most likely the switch on the steering wheel. I bought my '93 Caprice (same steering wheel) brand new. During the 19 years I owned it I must have replaced the horn switch, on the steering wheel, at least a dozen times! Not because I always honk the horn. Because I believe it was a bad design. HTH. -Jim
